Challenge a Penalty Charge Notice
You have two opportunities to challenge a Penalty Charge Notice (PCN) dependent upon its stage of progression.

Informal Challenge If you have received a Penalty Charge Notice within the last 28 days and you wish to dispute it, you must select this option.
You will be asked to submit your reason for appeal by using our ‘Self-Serve’ feature which will give you an initial indication on your chances of success. Any evidence we require from you will be prompted and you can upload this with your challenge should you wish to finally submit one.
If you challenge within the first 14 days of the PCN being issued and your challenge is rejected, the discount period will be offered again for a further 14 days. -
Formal Representation If you have received a Notice to Owner and you wish to dispute the Penalty Charge Notice, you must select this option.
You will have received a Notice to Owner as it is after 28 days since the PCN was served or because you have been served a postal Penalty Charge Notice.
If you have received a Charge Certificate, it is now too late to appeal the PCN.
